The top of the cover is shaped like a pocket with an elastic band on the inside of the cover. The cover is slipped over the top of the tire and the elastic band provides tension around the tire to keep the cover from coming off. Enough wind coming from the right direction could affect stability of a tire cover like # ST7002WH or of an RV cover for that matter. In exceptionally windy conditions it might be advisable to place bungee cords or another type of retention strap around the covers to prevent loss in rough conditions.

If you are parking your RV for a short period of time, say for just a day or two, you should be okay. Anything longer than that and you will need to have leveling blocks for each tire/wheel.
Ultimately you want your RV to be safe and stable when you have it parked. It is definitely more stable to have leveling blocks for each tire/wheel rather than trying to make sure that you get one leveling block just right for both.

It really depends on how well the tire is kept, how often the trailer is used, if the tires have protection from the elements, and if they are used properly. A trailer that isn't level is going to wear out a tandem axle trailer's tires since the axles won't be evenly distributing the weight. You need to get the trailer level. A tire cover would install pretty easily on a wheel and tire mounted to the Bumper Mounted Tire Carrier # TR-1. It would basically just slip right over the tire. For example, if you had a 27 inch tall tire and had the CE Smith Tire Cover part # CE27430 it would just slip over the tire. Check out the picture I attached to see how it would install.

CE Smith Spare Tire Cover # CE27440 is designed to be slipped over a mounted spare tire. It does not require you to unbolt the spare from the trailer or tire carrier. If you refer to the linked photo you'll see how the elastic hem snugs the cover over the back of the tire.

I do have an installation video of the Wheel Masters 4-Hose Inflation Kit part # WM8208 but keep in mind that the kit is more or less universal and not every wheel it will be installed on is the same so your application could vary. That said, the mounts for the rear wheels are designed to clip onto the outside lip of the wheel similar to a wheel weight.
